Private and Public sectors met for business solutions

Champasak, 25 March 2010---Champasak and Lao National Chamber of Commerce and Industry gathered various business representatives and governmental delegates from different sectors to meet and discuss issues facing by private sectors and take action to solve problems during the Meeting for Public and Private Dialogue to be held in Champasak Grand Hotel, Champasak province on 25 March 2010.

The Meeting for Public and Private Dialogue were attended by Mr. Sonexay Siphandone, Champasak Governor, Mr. Angkhan Keobouakham, Secretariat Committee to Minister, Ministry of Industry and Commerce, Mr. Kissana Vongsay, President of Lao National Chamber of Commerce and Industry and other related governmental officials and representatives from business sectors from southern provinces.

The meeting aims to summarize the implementation of Champasak Chamber and Industry’s activities in 2009, present the new decree 316/PM on Chamber of Commerce and Industry, review the Provincial Public-Private Dialogue (PPPD) and open dialog between public and private sectors to discuss issues related to current business and economic situation.

The main objective of the meeting is to allow both public and private sectors to meet face to face and discuss related business issues that hinder their business procedures and investment in Champasak and other southern provinces of Laos. A number of business representatives from different areas such as agriculture, handicraft, hotel and restaurant actively shared their comments in the meeting and asked questions related to double tax payment, repetitive fees of land survey, paying tax in advance, entering concession land area without permission and other problems.

In his opening keynote speech, Dr. Chinda Vongsouri, President of Champasack Chamber of Commerce and Industry said the Champasak Chamber of Commerce and Industry has been trying to develop its implementation plan and service to facilitate the private sectors in their businesses and better coordination between the public agencies and the business sector.

“Champasak CCI always tries to gather businesses in Champack and help to strengthen the businesses and we will continue to do our best to improve our service,” said Dr. Chinda Vongsouri, President of Champasack Chamber of Commerce and Industry.

Dr. Manfred Matzdort, Director of Lao German Program on Human Resource Development for Market Economy, GTZ congratulated the Champasack Chamber of Commerce regarding to their public service. “It seems that Champasak is really a model province for finding the best solutions of business constraints and thereby trying to improve their environment for even better economic dynamic development in the province,” said Dr. Manfred Matzdort.

The Provincial Public-Private Dialogue (PPPD) so far can solve 14 out of 24 business problems raised by the private sectors.

“Our support to PPPD were meant to get together public and private sectors in order to identify problems critical for business and investors in the province and initiate action to solve problems,” added Dr. Manfred Matzdort.

In addition, Mr. Kissana Vongsay, President of Lao National Chamber of Commerce and Industry explained that the decree 316/PM which was passed by the Prime Minister office require all Lao registered companies with a paid up capital of 50,000,000 Kip and above to become members of Chamber of Commerce and Industry. Mr. Kissana Vongsay said the new decree would help strengthen business sectors in Laos. “ The purpose of the decree does not only bring benefits to the Chamber of Commerce an Industry but it allows the CCI to be able to meet the needs of the members and be able to provide business information and build strong business community in Laos,” said Mr. Kissana Vongxay.

Mr. Angkhan Keobouakham, Secretariat Committee to Minister said according to the announcement of the Ministry of Industry and Commerce, each provincial trade and industrial department will have to inform companies who registered with a paid-up capital of 50,000,000 Kip and above to become members of Chamber of Commerce and Industry.

The Meeting for Public and Private Dialogue was organized by Champasak Chamber of Commerce and Industry and supported by the Lao National Chamber of Commerce and Industry, UNDP, UNIDO and GTZ.
